Google made updates to the Conversion Actions setup and removed the "using API or uploads” option that is still present in their docs.
Old method still in the Google docs:
Select Other data sources or CRMs if you'd like to integrate your CRM directly, or alternatively select Manual import using API or uploads.
Click Continue.
There are now options to add a source (such as Hubspot) - but no option to use the API that used to be the setup method. Have you run into a fix for this.
Flow = Google Ads -> Goals -> New Conversion Action -> Conversions offline -> (no options for API only "data sources" and Segment is not an option). The Twilio option is for the comms business because it uses Zapier.

Ugh the new Google Ads UI is terrible but Conversion Actions by API does exist. Essentially the API is talking to a Google Tag (AW-xxxx is a Google Tag), and the Google Tag lives on websites - so that’s what we click now...in the old way this would be Website (Import from clicks). So now go through the process of Conversions on a website, put in your url , and it will scan to find your Google Tag. Name your conversion action what you would like and then you get to the event snippet and get the values for the Segment implementation like conversion label.
If you have an app, this is a different conversation, and you could send the offline conversion action to Firebase/GA4 and connect that to Google Ads.

So my first response is wrong. I had to go through this and this new UI is the worst…. but beside new UI with zero documentation. How do you do this?
Set up offline conversion but never set up a data source. Just keep on clicking through all the nonsense, and eventually you end with Website (Import from clicks) - which is what we need. Will follow up after the conversion action builds as advised by GAds 4-6 hours. oh boy.
